Current debates about the roles of the public and private sectors in pharmaceutical innovation have a long history. The extent to which, and ways in which, the public sector supports drug innovation has implications for assessments of the returns to public research funding, taxpayer rights in drugs, the argument the high prices are needed to support drug innovation, and the desirability of patenting publicly funded research.

Kesselheim proposes doubling the NIH’s budget to promote clinically meaningful pharmaceutical innovation. Since the effects of a previous doubling (from 1998-2003) were mixed, I argue that policymakers should couple future budget growth with investments in experimentation and evaluation.

The wide and complex range of technologies produced and used in the contemporary societies has challenged the analysis from the different fields of social sciences. In this sense, in order to elaborate a study that aim at understanding the relationship between technological progress and the ongoing institutional changes that mark the capitalist societies, we believe it is necessary to adopt an interdisciplinary approach combining methodologies from Economics and Sociology fields. Therefore, this study proposes the development of an interdisciplinary dialogue between (...) the economic sociology of Pierre Bourdieu and the evolutionary economics developed by authors such as Giovanni Dosi, Sidney Winter, Richard Nelson and Bhaven Sampat. In doing so, we intend to demonstrate that a theory guided by Marx’s historical materialism, as it is the case of evolutionary economics, can be enriched by a materialist theory of symbolic, such as that of Pierre Bourdieu. In searching the comprehension of the complementarity between material and symbolic forces, this study addresses the conflictual process surrounding the formulation of the regulatory institutions to the biotechnology sector in Brazil over the last two decades. More precisely, through a case study, we seek to demonstrate that the convergence of discourses and interests between prestigious scientific organizations and the multinational companies that control the agrobiotechnology industry has been relevant to allow this new technological paradigm to make progress. Finally, we raise some questions concerning this alliance between business and science and the conflicts that revolve around the rapid expansion of the genetically modified crops worldwide. (shrink)

Ravelingien et al1 argue that, given the restrictions that must be imposed on recipients of xenotransplanted organs, we should conduct clinical trials of xenotransplantation only on patients in a persistent vegetative state. I argue that there is no ethical barrier to using terminally ill patients instead. Such patients can choose to waive their rights to the liberties that xenotransplantation would probably restrict; it is surely rational to prefer to waive your rights rather than to die, and permissible to allow patients (...) to make this choice.Perhaps the single most important advance in the history of moral thought occurred when it came to be generally recognised that all people are protected by rights that are inviolable, at least without their consent. The precise nature and content of these rights is controversial, but there is a consensus among reasonable people over their core. We all have a right to life, to liberty, to security of person and to equality before the law. Other rights—so-called positive rights, such as the right to economic security, or cultural rights, for instance—may be controversial, but we all agree at least on these.Ravelingien et al1 therefore seem to be on solid ground when they conclude that it would not be permissible to use living persons as subjects in clinical trials of xenotransplantation, as such trials, potentially or actually, result in the violation of the core human rights of the subjects. Their argument is as follows:" Xenotransplantation carries with it a currently unquantifiable risk of the transmission of viruses, from the animal that is the source of the organ transplanted, to the human recipient. Such viruses could have potentially catastrophic consequences, up to and including triggering a global and devastating pandemic. And that is just how rationality works: it wants to leave no loose ends to understanding, seeking to enable us to understand things through to the bitter end. In the twelve chapters that make up Satisfying Reason, Rescher develops and defends the following perspective: That rationality is a cardinal virtue in cognitive matters. That this (...) is not something simple and cut-and-dried: in the pursuit of truth through the development of knowledge we face obstacles -- sometimes even insuperable ones. All that we can do is the best we can, realizing that even our very best may still be imperfect. Nevertheless, the venture is far from hopeless. While absolutes are unattainable in the cognitive venture, some solutions are situationally optimal, being comparatively the best that can be managed under the circumstances. That reason itself enables us to come to terms with this state of affairs, urging us to accept the best we can do as good enough. Satisfying Reason is an explanation of the presuppositions and methods of rational enquiry, an original exercise in metaknowledge, developing a systematic body of knowledge about the scope and limits of knowledge itself. Das ist die Ausgangsthese dieses Buches, die im Rahmen des Modells revolutionärer Wissenschaftsentwicklung (Kuhn) als Behauptung eines Paradigmawechsels präzisiert wird. Die Argumentation beschränkt sich nicht nur auf den Nachweis des Niedergangs des Behaviorismus, sondern gibt auch konstruktiv das mögliche neue Paradigma an: als Psychologie des reflexiven Subjekts, das wie der Wissenschaftler (subjektive) Theorien aufstellt, überprüft, bewertet. Der Aufriss einer solchen Psychologie des epistemischen Subjekts unter allgemein-, sozial-, pädagogisch- und klinisch-psychologischem Aspekt thematisiert (...) vor allem: die Rationalität der Reflexionen, Normenkritik und -begründung im Austausch von wissenschaftlichen und naiven Theorien sowie die Berücksichtigung von Reflexivität in der therapeutischen Praxis. The article considers modern transformations of the ideas concerning subject’s cognitive abilities towards object because of the emergence and development of artificial intelligence (AI) technologies. The developments of scientists and engineers from National Research University of Electronic Technology (Moscow, Russia) in the field of artificial intelligence have been taken as a foundation and material of this research. Their analysis allows making a conclusion that the humanity is rather far from the realization of ‘strong artificial intelligence’. We need a qualitative breakthrough (...) in AI material and technological basis for it. Applying ‘model-dependent realism’ by S. Hawking in the course of the speculations in the article, the author concludes that the purpose of cognition in modern science is not to describe an objective reality, but to organize its subjective perception by some definite way. So, the purpose of cognition is the perfection of cognition models permitting a subject ‘to capture’ the reality. This idea is completely confirmed by Maturana and Varela’s autopoiesis theory and von Foerster’s ‘second-order cybernetics’. The article drafts some prospects of moving away from post-nonclassical scientific thinking in its current understanding, because the development of AI technologies results in ‘blurring’ borders of subjectivity in the cognition process. The author concludes that the modern world is moving in another epistemological paradigm where a new scientific revolution is inevitable. (shrink)

"The twelve chapters of this volume all began their existence as contributions to workshops held between 2009 and 2011 by a Danish-Swedish research network called The Aristotelian Tradition: The reception of Aristotle's works on logic and metaphysics in the Middle Ages, headquartered in Gothenburg and funded by the Bank of Sweden Tercentenary Foundation. Most of them were written by members of the network, some by invited speakers. While the volume amply illustrates the set of scholarly approaches characteristic of the "Copenhagen (...) School of Medieval Philosophy" (notably a strong philological foundation and an interest in ancient as well as medieval and Greek as well as Latin texts), its thematic diversity reflects the network's breadth of interests. What unites the chapters in this respect is simply a concern with different historical manifestations of Aristotelian thought on logical and metaphysical matters.
